If an agency wants something regulated/ mandated, then they ask congress to draft legislation.
That way the peoples reps decide.
This is why we must fix the broken election system currently in place. Without honest elections and term limits the same corrupt congressional delegations will remain in place. Only now with this ruling, they actually will have to work and not pretend anymore.
