Hester is still one of the best return men in the league and I'm sure we will address those problems in the draft

Yes, Hester was more of an icing on the cake for FA.
Falcons before the Hester and Arenas pick up had 13 million in cap left, and only need 6 for rookies. Not to mention that it is still very likely we will cut Osi (if he doesn't take a pay cut), which will free up around 3 million.
