I think you're being generous--at least in terms of 24-hr availability, non-airport/limo taxi service.

I don't understand how a city can keep a business out of it. It's seems to be against capitalism

Many of the cities arent necessarily keeping them out. They are simply making them adhere to the same laws and regulations a taxi would have to abide. This is not good for uber because its cost prohibitive for the driver.

Tuscaloosa had Uber in 2014, but banned it after like 2 weeks. Regulation issues.

Currently, they're negotiating to get it back, so we'll have it soonm

Because their business model frames them as a ride-sharing service as opposed to a taxi service. Oxford kicked t hem out because they refused to pay for the taxi permit and refused to go through the city's taxi background check.
