That's strange. You said Texas is always irrelevant. How could a broadcasting syndicate like ESPN always tout them if they're always "fading into irrelevance"?

Great question, many people have wondered the same thing, but like clockwork tu is said to be a preseason world beater. And the last couple decades nowhere to be seen towards the end of the season.
