Only if you have "pure complimentary colors". Since most schools choose a shade of a color, rather than the pure color...they produce brown.

I've got two 3rd graders at home...I have a shite-load of crayons. But it is much easier to demonstrate using paint.

No, they removed the gentleman off of their helmet decal a few years back for no other reason than political correctness. That bumps them to dead last in the uniform rankings for caving into the PC crowd like that.
