TOPS had certain tiers to it, depending on graduating GPA and ACT scores. The highest being included stipends to use towards books and whatnot. I wouldn't say TOPS made everything "free," but covered about 80 - 90% of tuition and fees at LSU. Depending on the in-state public institution ($$$), you may or may not have gotten tuition 100% covered. We still had food and lodging to factor in the growing expenses. Graduating debt free outside of a minor loan for an unpaid internship in NYC for the summer, it certainly was clutch. Grad school on the other hand? FML.
From my understanding, due to state budget issues, that 80-90% tuition coverage has shrunk and isn't as much as before.
The Georgia HOPE program looks nice as well, I had a few friends who had it throughout their UGA undergrad years.

If you do the rankings by % ROI en lieu of total $, Vanderbilt is actually ranked lower than every school in the SEC should you be an in state student.

I'd be curious to see where the likes of LSU and UGA would be without those scholarship programs, just to get a comparison. Obviously you can't take those out for the rankings, as they are a great benefit to the state and school, just curious.

The numbers are for both in state and out of state. The list also includes some really small-niche schools. Some of which I have never heard of.

Also Maritime colleges don't have a bunch of people getting liberal arts degrees to come out and make $30k a year and bring down their average.

One of the reasons I hate UGA...they think their shite doesn't stink and they are so busy "looking down" on everyone else when the joke is really on them.
