There is no law against being good at football and making money off your name. not collecting on their name is an NCAA rule, they can sign the letter of intent with an NCAA institution or they can go collect money on their names and talent elsewhere all they want (good luck)

There is Canadian football, European football, arena, and so on you can pursue if you don't like it while you wait for the NFL. It's a free market, competitors to the NCAA are welcome. If they started making headway then the ncaa might be forced to change.
