I consider the tri-cities Virginia. It's more like the Deep South than the rest of E. TN. Chattanooga is the same way. What's funny is that you can trace it back to the Civil War. Most of E. TN was pro-abolition and overwhelmingly pro-Union/anti-confederacy. 80 percent of East TN's voters voted against secession.
Check out this map of the secession vote (not a damn thing has changed):
Caption/Explanation: June 1861 Ordinance of Secession vote in East Tennessee. Counties shaded in maroon rejected secession by an 80% or greater margin. Counties in red rejected secession by a 51% to 79% margin. Counties in gray voted for secession. Counties in white didn't yet exist or their results are unknown.
Amazing how accurately you can predict the culture and voting habits of each county based on a map from a single vote in 1861 but you can.

Tri-cities people are culturally different than the rest of E. TN and very weird but hey, they produced Steve Spurrier so they've always been weird and crazy as hell.
One of the reasons we're doing the Battle of Bristol thingy is because those crazy rednecks are split right down the middle and have been begging for over a decade to host a game between UT and Va. Tech.
So you're definitely correct in your assessment of the tri-cities.

And the same can be said for the Jackson hate in Mississippi and the New Orleans hate in Louisiana. Basically anywhere where there are minorities or homosexuals.
