The refs in general have enough trouble with written rules, much less interpreting unwritten rules.

And it doesn't enumerate where the hands and feet end.

The excuse given for the call in the Sugar Bowl was his wrist is part of the hand, but you can clearly see Dyer's wrist was down, too.
Can someone who says there is a difference between the back and front of the hand find my the rule where it spells out that difference?

It's in the Philosophy of the Rules (Proper Application); not the rule book proper.
