I would think Herman looked good by his offense and how successful it's been pretty much wherever he has coached at. I assume at the right price and with Aranda here he looked worth the risk.

He hasnt stayed anywhere longer than two years. Hell Nussmeier was at bama two years.

I have a few theories. It could be any one of them, or a combination of two or more of them:
1) Continuity. He saw the players supporting O, figure O knew the system, wanted to keep things stable. He forgot that player turnover is inevitable and they will be gone in 1-4 years.
2) Local boy. He wanted someone the boosters and fans would like personally. He forgot that boosters and fans have no actual personal stake in the program's success, and most of them aren't experts in how to build a successful programs. They're Monday morning quarterbacks at best.
3) Recruiting. O's a good recruiter. He forgot that a flatulent chimp with a clipboard can recruit LSU nowadays.
4) Keeping Aranda and possibly some other assistants. He forgot that if Aranda is truly special enough to build a program around, he's gone sooner rather than later. Great coaches are usually very ambitious.
5) He wanted to see Louisiana burn. He forgot that it's a very humid state that makes large conflagrations difficult.
6) He genuinely thinks O is a great HC. He forgot to take his anti-psychotics that morning.
But, hell, in a world where Gene Chizik won a national title, anything can happen.

Saban, Meyer, and Harbaugh are not coming. Fisher isnt coming without an insane contract. Some folks that are great coaches like Shaw are not a good fit. Herman was the best possible get but Texas was his dream job and it opened. After that there are folks like Fedora, Fleck, and maybe Gundy that you could probably get but at a high price and all of them have risks. O is the safe hire given his floor probably maintains your roster through recruiting and you can break the bank on the right guy next time.

I really do think O was the right guy BUT one thing for sure you can already tell O is going to be his yes man.

This was a bad year to hire a coach unless you were loaded with cash. The market dictates the salary. Right now it looks like Phil Knight set the ceiling and around $10 million per year in Iowa set the floor $4 million a year for life with Ferentz.
We all established last year that LSU didn't have a bunch of money last year. They should get a home "discount" on Ogeron.

Well IMO he was a risk because you really aren't sure what you are getting. By backing out of his agreement with LSU (rumor) he wanted the highest bid with a 5 year or more deal and that was too much to gamble on.
Hiring Ed O LSU can reasonably think the recruiting will remain at a high level, keeping Aranda keeps your D at a high level (as long as hr signs) and bringing in a top O coordinator will keep the team very competitive. If things start to come apart you can move quickly to your next head coach and hope better options are out there at that time.
Lot of if,s but still reasonable to think it may work out with Coach O. Best option for the powers that be at this time, in their mind.
