I don't think you are going to see many high star rating from small schools so I would expect Tennessee would have more 3-5 star athletes than Mississippi. I think a more accurate comparison is the number of players in the NFL.
Tennessee 34 Population 6.6 Million
Mississippi 27 Population 2.9 Million
NFL PLayers by State

# of players in the NFL does not account for a recent (<5 yrs) trend shift because many of the talented players from TN are still in college or just now graduating

Nothing new.
But seems like anywhere you look that you get smacked in the face by how much Georgia has underachieved with what they could potentially do.
Not going to blather on, but I think I could make a real case that their natural recruiting in state is much better than even what a school like Texas could do in their state.
Not only is their only real in-state competition for recruits (Tech) kind of hamstrung by their academic requirements (can't duck calculus at tech an major in therapeutic recreation unless that has changed), I think they face less competition from out of state schools for players.
Texas supplies the whole Big 12 it seems. California the PAC. Ohio the Big 10.
Plus I think Georgia kids are more homebodies than recruits from the other big football producing states. Meaning the attraction to staying home is greater for them than even a kid from Florida.

Doesn't TN have like twice as many people as Mississippi? you guys should be producing way way more talent than the state of Mississippi... you guys must have abandoned cornbread for some sissy kaiser rolls

AVAILABLE TALENT
Tennessee has been producing more talent than Mississippi and has for the past several years.

Yes, Tennessee's coaching is horrendous.

Looks about right, which would make the SEC footprint:

Florida
Georgia
