I did a semester at UGA (long story) and certainly found this to be true in my experience. I absolutely loved the place and despite our repeated and best efforts, never got into any trouble, just painting the town red with our awful fake ID's. That's why I find it so puzzling that so many UGA grads used the "our cops are the worst in the SEC" defense as a way to explain away their numerous arrests during the Richt years.

Not sure about drunkest town, but College Station, TX is home to the bar that serves more beer per square foot than any other bar in the country.
