I’ve been pulled over multiple times without a license in the state of Georgia. Never once did I get arrested. Each time I was given the choice to call a friend to drive me home.

Please show where he was arrested for driving on a SUSPENDED license. In Georgia, you're arrested automatically for simply not having your license on you. If you show up to court with it, the charge is typically dismissed.
