That is a weird legacy of the Civil War, terrible southern constitutions.
Oh well, it still isn't as long as the de facto US constitution- aka the thing we call the constitution plus the amendments plus every Supreme Court Decision that together actually govern our day-to-day lives.

Bermuda does not go dormant to survive the heat of summer. One month isn't a lot of time, but it can be done. The seams may not be totally gone, but the sod would have time to root in sufficiently. Especially as far south as CS is.

Uh oh. You wouldn't like one of my biggest complaints which is the lack of an initiative or referendum process. Getting one would take a constitutional amendment but what legislator in their right mind (none of them are anyways AFAICT with the exception of Danny Goebe) would give up some of their power to the citizens.

Lets be clear, it was 7+ inches of rain, not 2-3" rain. Big difference.
