The crime stats are. The education stats are averaged.

The drug stats aren't per capita, but Arkansas's population (2.9 mil) is quite a bit less than twice West Virginia's (1.8 mil) and the numbers are way more than twice as high.

Not trying to be a jerk, but it's not a terrible place. I've never seen the inside of a jail and haven't even so much as smoked a cigarette. Just like Arkansas or anywhere else, there are bad spots and some bad people.
