It is when it's sold legally and you can buy safe shine. Those who don't know a distiller buying moonshine for the first time are taking a risk but the risks are far less and even the old risks back then it was actually overblown - Prohibition told the same lies as the Drug War although gin makers were really bad and the government deliberately poisoned alcohol - shine made in rural areas and knew what they were doing, many had prior experience making whiskey from before prohibition. Buy in E.TN, E.KY. some parts of N. GA, and some parts of SC and you'll get good shine without worry.

If it tastes bad it's not good shine. Don't drink it and a small sip to find out won't harm you.

Prostitution isn't. They should allow legal brothels and tax the brothel itself. Make "streetwalking" prostitution illegal.

Then you can also have safety regulations regarding regular testing for STDs to be required.

As long as you have the permits and they collect the taxes, moonshine is legal. The issue is most moonshiners don't get the license or pay the taxes.
