Yes, there is less money being spent, on the thing that matters most... Teachers.

There is a gap in parenting that makes a difference as well, I will grant that. I have a good friend and classmate who was a director for teach for America, and he can articulate things a lot better than I. If you are really interested and not just being contrary, check out the documentary waiting for superman.

I'm not being contrary. You said that some children were being denied an education. I wanted to understand what you meant by that.

Asking you to clarify a position that you willingly took isn't arguing.

Affleck didn't give one shite. If he didn't say anything probably wouldnt have been a big deal and gone unnoticed. Or the media could have portrayed him as a racist so that's probably why he said something.

This is the absolute truth, but it isn't happening for a very large segment of the black community and quite honestly it is getting worse.

IMO, it can be laid totally at the feet of the destruction of the family - a problem that's particularly bad in black families.

In the early 1960s, about 75% of black children lived in 2 parent homes (the number was around 90% for white children).

Today, the number for white children is still in the middle 70s, but for black children it is in the low 30s. I heard a radio news story in the last couple of weeks that said the percentage was under 20% for black teenaged children.

Kids aren't going to learn how to be adults without someone to teach them and when the family is broken, far to often the people they learn from are teaching the completely wrong lesson so nobody should be surprised when the kids turn out bad too.

I don't know how you fix the problem without first fixing the family problem....

Environment matters. Family is one of, if not, the biggest environmental factors. As a society we can't fix what's at home, but we can pour money in to areas that need it. I went to a rich suburban high school where like 95% of kids went to college. The single parent factor is going to be a lot less of a big deal in that situation. The closer we can get to as a society of producing as many quality educations we can instead of writing off things as lost causes, the better we will be, IMO.
