The joker.
He's far more manipulative than what y'all see in the movies and judging by this thread, that is all the knowledge y'all have to pull from.

apples to apples comparison.

HL convinced some rich frat boy to cut up his own flesh and eat it, but he required the use of LSD to do so.

Joker convinced his very own psychiatrist to not only leave her life and join him in his escapades, but to fall madly in love with him.

HL couldn't even get a homely chick to give it up.

a better question to ask is who would be a worthy adversary to the cannibal? only character i can think of thats smart enough is walter white, but hes not even close enough of a psychopath.

The Joker and it's not even a contest. The Joker gives Batman a run for his money. Batman would handle Lector like Rocky treats hanging meat.

He also used only his words to cause a fellow inmate to swallow his tongue after said inmate threw his "warm spray" on Clarice.

Comic book Joker is basically the embodiment of chaos. He cannot be manipulated by the good doctor because he knows exactly what he is and is completely ok with it. Not sure either one could manipulate the other in particular. But, in the end, Hannibal is anchored into the world we live in while the Joker may or may not be crazy.
