People get out of tickets with dash cams so they would likely still get warnings. Plus you put in the guidelines the tape can only be pulled by a third party if a complaint has been filed. This prevents captains from just watching tape all day and punishing officers that might bad mouth him on tape or punishing those that actually do police work instead of revenue collecting.

There are also instances where things like letting someone out of a ticket would go away.
Shouldn't happen in the first place unless it's due to an emergency, ie en route to a hospital.

Completely true but what does the general population see more of? Out of context video taken AFTER a use of force situation has already happened so the police look bad or the full story of what really happened?
The minors troubles don't out weigh the potential benefits imo, especially with social media's power this day and age.

How do you pay for the cameras then?

With the money the departments are getting from the fed. gov to buy tanks and armor to make themselves look like Bane.

Less legal fees from settlements.

while its against my political views id be fine with gov grants to buy cameras instead of the grants and shipping of military hardware to police departments. The gov can sell the military stuff to third world countries and use that money to give grants to departments to finance getting cameras for officers. The other option would be a small tax to take care of the cost of cameras or just route the funds from another area. They could also take a portion of ticket revenue and funnel it into purchasing the cameras. They have plenty of ways to get funds for cameras.
fwiw the comment about punishing ones for not revenue collecting was a shot at saying warnings would go out the window.

I don't think the feds give them the money. I read an article today about an alabama police department that spent over 200k on an armored car. They said they got the money from drug seizures.

Just saw this in the Tribune here last week; they're going to be mandatory for Columbia police officers soon. Seems like a good idea if you can remember to click record (there is a 30-second buffer but you do still have to click something to record). I think it's got to be good for everyone involved; should clean up some of the riff raff on the police force while also cleaning up some of the garbage that gets blamed on the cops.

Most departments get federal grants as well.

Yes. Always. Their public service with their public funding should always be open to the public.

What if you live in a mildly affluent city where everyone knows your name
You don't want to be reprimanded by grandma and Pastor Smitty
But seriously, most departments would love to have the video cameras, if not to just cut down on UOF incidents. The problem is the 1) upfront cost of outfitting everyone with a camera, and 2) cost of backend systems to make it all sync up and actually work.
