There are two different purposes for nukes in the scenario you are asking about, civilian targets or military/strategic targets.
In regards to military/strategic. I am surprised no one has mentioned the most likely spot on the East Coast after D.C. Maybe even before D.C.
Hampton Roads.
There are more than 7 military bases/facilities in 50 square miles, and at least one for all 5 branches. These include the largest naval and air force bases on the east Coast. Not to mention the largest shipyard the Navy contracts, as well as several R&D centers for Northrup Grumman, and others, in Suffolk.
All of that doesn't even start to take into consideration the impact it would have on shipping and logistics.

Depends on who's nuking us.
If it's a peer or near-peer attacking us (Russia, China, India, Pakistan) they'd probably target our Command and Control capabilities so we couldn't strike back so the facilities in the Plains and important military and political targets. That's not going to happen.
If it's a terrorist group I'd imagine the target would matter less (any detonation on US soil would be a win for them) and therefore it would be less predictable. I'd imagine it would be a city on the coasts or near a border as smuggling a nuke to Chicago or St Louis would be much more difficult then say, detonating it at a port in Miami or LA.
I think the second is a more likely scenario, it doesn't keep me awake at night or anything but it wouldn't surprise me if it happened. Between Pakistan's general instability and the possible (probable) loss in accountability of Soviet nukes in the early 90s it could potentially happen.

If we are ever nuked it won't be a tactical strike. It will be some rogue group that get a hold of a nuke, sneaks it in through a minor port, puts it in the back of a van and detonates it in DC, NY, LA or another densely populated metropolitan area.
I've always said that "Sum of All Fears" presented the most likely real world scenario. The SB would be the best target imaginable if someone wanted to send a message, the most uniquely American event there is watched by one out of every 10 people on Earth.
