Remember those "postal" events of the late 80s / early 90s? When there was a streak of postal workers going ape shite at work? I'm halfway down with the theory that the gov't was experimenting with some kind of subliminal mental influence technology and using "its" property on which, and "its" employees with which, to carry out said experiments.
It would be useful to have the power to "make" random people go homicidal. Being able to "make" 5 or 10 percent of a given foreign city homicidal could pay dividends.

I had craftsman tools melt in my garage when my house burned down. And there was no jet fuel in it. 
a little lawn mower gas can, some paint cans, maybe some Coleman fuel and tiki torch fuel.

I doubt it. It would've been cheaper to hire an actor to push the button to fire the satellite-based laser at his house. With no speaking parts you don't have to pay them scale.

I think there are two important questions
1) how did they get that dog to not stick his head out of the open window while driving.
2) People shouldn't HIGHLiGHT words with all caps or bold Lettering for posts only a few sentences long

The rural southeast is armed, grows or is capable if growing its own food, has a sense of community and helps their neighbors.
The urban southeast sees murder and mayhem every weekend.
I'm not seeing how the lights going out will change much at all....
