The actors are real people who the Government killed. They just didn't die on the planes.
The government got really smart and knew to avoid making the mistakes they made in the OKC bombing.

I have a dreadlocked hippie friend that truly believes in "crisis actors" hired by the government. He believes that Sandy Hook, the batman theater shooting, Gabby Gifford shooting, and even Casey Anthony were all false flags manufactured by the government to take up media coverage and distract the American public from other things.

A handful of citizens doesn't matter to those in charge and is absolutely expendable if it helps accomplish their objective. They would absolutely sacrifice a few dozen voters (sandy hook, aurora Colorado) or even let an attack take place and sacrifice even more if the goal is large enough (9/11)
Now Casey Anthony wasn't manufactures, that's crazy. She was just a crazy bitch who killed her daughter, but the government absolutely influenced the media's extended coverage of the event when they realized how enamored the public was by it.
