Actually, the more I read the more I learn that deep sea cables are incredibly vulnerable to hijack (security compromise) or terrorist attack. Implications of both could be devastating resulting in millions of casualties.

Our cables have been attacked forever. Copper yields many gains in regards to surveillance. As seen in the Cold War.
However fiber is somewhat surveillance proof, using tools like a time domain reflectometeter it's possible to see a fiber break exactly where it is broken, that coupled with the sheer time it takes to fuse fiber into a useful "tap" results in fiber optics being nearly impervious to surveillance.

I would also assume by virtue of today's technology that fixing said cables would be much easier to do versus 100 years ago when they were telephone or telegraph lines.

Actually the US Navy hacked one in the 1960's. The Soviet Union had secure underwater comms using a cable for communicating with their military bases etc. Apparently a USN Sub went down and divers put listening devices on the cable and were able to pick up unencrypted telephone calls because the Russians thought the calls were totally secure because of the cable.

I used to run fiber optics and install computer bags ( switches) for MCIWORLDCOM and later Verizon. Even though fiber is small it's tough but laid down fiber be easily screwed up if try to move it after a couple years . Alarms will go off every where

If you want to have some fun, ask someone you know how people made transatlantic phone calls before satellites. 95% of people will give you the most dumbfounded look you've ever seen.

I would imagine it our dumb society, 70% of that 95% would not know what a communications satellite is.
