The changes among the fraternities have been happening for a long time - really since the Bid Day Bash fiasco in 1990. During my time there they eliminated kegs at fraternity parties. Since that time they did away with any alcohol in my house. I went back for a football game and I cannot imagine why anyone would want to join - they were all gathering to figure out where to go for the night. Sad really.
