I'd say consistent and/or repeated demonstration of coaching excellence.

Quantitatively, I would say being consistently in top 10 and habitually having 10+ win seasons.

You don't consider Harbaugh elite? I hate the guy but he definitely is in the elite category. He has ~.700 CFB win% and .690 NFL win%, and has turned around every program he has had his hands on

Coaching Stops

-San Diego - First coach to win 10+, consecutive 11 win seasons
-Stanford inherited team with 5 straight losing records, set school record for most wins in a season (12)
-SanFran 49ers inherited team off 8 straight losing seasons and has 69% Win%, 2 divisional titles, NFC Champion and no losing seasons
-Michigan - First consecutive 10+ win seasons in almost 15 years for Michigan
