It is very much true. It happened to me. Usually the paraphernalia charge is dropped if you cop to the possession charge as I did.
My punishment was about 1000.00 in fines, had to attend a combination (however many of each I wanted to go to) of AA / NA meetings, had to meet with the court once a month for 6 months, and even though I was not driving under the influence when I was caught I automatically lost my license for 6 months and had to pay the same as someone with a DUI to get it back at the end of the 6 months (335.00).
Any drug offense in the state of AL is an automatic license suspension for 6 months. This is so that after your offense any time you are pulled over anywhere it pops up when your license is run and is automatic probable cause for your vehicle to be searched.

Officer approaches vehicle expecting to find men engaged in sex acts.
Officer smells pot, is relieved to see that's it's just some kids smoking pot.
Officer tells suspects to leave the park.
Suspects then escalate the situation by accusing officer of racial profiling. Several choice words are used by suspects towards officer that will not be repeated here.
While suspects are talking, officer notices gun on passenger side suspect's lap. Suspects become increasingly belligerent.
Officer calls for back up.
Search of vehicle reveals pot and guns.
Officer sees vehicle in closed park.
