It doesn't matter if it was a partial or complete tear. You can't rehab a partially torn ACL. The only way to repair it is to replace it and the problem with that is it takes 6-9 months for the bone to fuse to all the new hardware inside the knee.

These might be stupid questions, but I don't know about ACL tears.
Can someone actually come back stronger from a tear? I assume that it is also more likely to tear again in the future once it's been torn, correct?

It is possible to come back stronger. Hard to say but the biggest problem is scar tissue in knee injuries.

I don't think you are taking the tweet the correct way. "I just got better" means he did something that day to progress in what could be any facet of his life.
