GA: first off, Savannah isn't a "town", it is a "small city".
As for towns, I would go with Thomasville, GA as a place to live. For its size, there are lots of things to do, good places to eat, and quite a bit of nightlife/arts.
Athens has an unfair advantage over other GA towns just because the University really makes it a small city, but it has just about everything I want in a town.
As for TN: Sewanee is about as beautiful as it comes, but it is pretty much the University of the South and nothing else.

Ocean Springs has turned into a really nice coastal community and town. Investments made there have played off, not unlike what was done to Oxford in the 2000's. Until fairly recently, not a lot of people around here understood the dividends of improving infrastructure, attracting business, and improving quality of life.

I honestly typed that without reading the other responses. Have you ever been? Beautiful city and oldest permanently inhabited city in state. D'Iberville is also a very nice place.
