Every FBS school can sign or enroll 25 new scholarship players each cycle. Counting in that 25 limit are all signed NLIs even if the player does not enroll and transfer students when they go on scholly. For example. Therefore it is technically a hard 25. For example. You sign 22 players in cycle 1. In cycle 2 you can sign 28 provided 3 of them are January/midyear enrollies that would be able to count in cycle 1 to fill up the leftover spots. In the end the books would show 25 signees for cycle 1 and 25 signees for cycle 2.
