This appears to be for an event of some sort, but this would be a funny rookie prank - telling a rookie QB to go to a bar and wear his jersey to hit on girls and make sure that he mentions emphatically that he is Jared Goff of the Rams.

the screen says it's the inaugural night for LA something. I'd bet money that Goff was there for the event and they told him to wear his jersey.

Fournette will need to keep wearing his jersey as he'll be unnoticed outside of LA the rest of his career at LSU and in the Pros. Overhyped yawn fest of a player who has no lateral agility and has built his reputation and padded stats on beating terrible defenses. Yet, where is he when he plays good defenses?
