The tobacco industry would be investing $0 to Schumer for this stance, quite the opposite. TDN (Tobacco Derived Nicotine) products (aka Zyn, On!, Rogue and Velo) are a fast growing segment for all the major players in an otherwise declining category. Zyn, owned by swedish match, is the dominant brand in that category, hence the easy target. It's essentially the Juul play all over agai for Congress. Zyn is also made an easy target, much like Juul, because their advertising can be construed as targeting the teen population..

For those that aren't familiar with the tobacco industry. Zyn is owned by Swedish Match, also the manufacturers of White Owl and Game little cigars. On! is manufactured by Helix Innovations, which is owned by Altria, who also owns PhilipMorris USA and USSR, so Marlboro and Copenhagen. Velo is manufactured by Modoral, which is owned by RJ Reynolds (BAT), who also owns RJR Tob and American Snuff Co, so Newport/Camel and Grizzly. All these companies also have vapor products
