OP has weak, over 2 year old sauce. The first occurrence of this on the Internet was over 2 years ago. A version of BBB was passed in November of 2021, but other parts of the initial plan didn’t pass until 2022. So a post of a meme from over 2 years ago about a bill that was only partially passed...
