Depends what you mean by "directing the offense" If he had a meeting and told the coaches who's running the offense then Yes, he is absolutely directing the offense. Are you talking about calling plays?? I don't think that's what JPLSU or anyone is insinuating and you must be misinterpreting the rep...

He said "directing the management of the offense and defense" from behind the scenes (closed door meetings with the coaches). Have you not read or listened to the reports? ...
