If I remember correctly, the van did not have a partition between the cab & rear section, so I don't think walkers in the rear would have worked....

That may be part of it, but the main reason is liberal arse judges & the high number of lawsuits. Want to fix it? Lower the jury threshold from the current $50k to $15k & allow 6 person...
