Why do you ask about non-BCS schools then exclude the best non-BCS schools? That's like asking who is the best Olympic swimmer, but don't include Phelps or Spitz....

Anyone say Memphis yet? Memphis has as good of a shot as any other non-BCS team to be good. Look what they did with DeAngelo Williams. If they could lock down the Mid-South recruiting, they could have pretty good teams consistently. A lot of people are excited to see what Larry Porter can do ...
