Also less money to be spent on school supplies, workbook fees, uniforms, student fees etc. Not to mention reducing the need for multiple teachers teaching the same subject in one area.

Empire Scaffold doesn’t exist anymore, and hasn’t for quite a few years.
And yes, they all refused to build the scaffold previously bc of the lines. And yes, they were assured by multiple parties that the power was cut....
