That was how it was when I got on the Arky Board as it was based on the team chosen and I didn't have to submit a request. But it doesn't seem uniform from team board to team board.

Might just be the more trafficked boards then. I think it has a lot to do with which admins let their accounts on and if they already have chosen a team.
