They're using the "law" (albeit a dumb one) to shakedown college kids for revenue. Half the state would probably write you a ticket and turn you loose, the other half will try to throw as many charges as possible w/arrest to increase fines paid. It's a fricking scam subsidized by the taxpayer to frick the taxpayer.
