Ok. Why?
Because the state of GA and the gulf coast is the most talent rich area in the country. These kids are the foundation for the past championship run of the SEC, and they're feeding the NFL with talent. That's just a fact. Any school that pulls from that base is top 5. Talent in Cali and Texas is overrated. Again, look at the schools winning championships, and NFL rosters. The state of GA and the gulf coast will lead in those areas.

I definitely agree that the SE is the most talent-rich part of the country. There are 7 SEC teams in my top 16.
Precisely because of that reason, it's difficult to elevate any one program over the others and claim it's definitively top three (with Miami, FSU and Clemson on the list and South Carolina an honorable mention, that's over ten teams competing at an elite level for the same batch of guys.)
If one team were to fall into a slump (Tennessee more than the others), their recruiting could become quite mediocre with so many elite, almost interchangeable programs in the SE.
Ohio State has Michigan and Notre Dame. Texas really just has Oklahoma followed by a cluster of B12 schools + A&M. USC has substantial advantages over UCLA, CAL Oregon and anyone else out West. Not so in the SEC. You have to stay on your game always, which is probably why the recruiting is so cut-throat.
