Penn State is one of the best college towns in the country. It is absolutely isolated from everything by hours.

I think this is a much bigger issue that others don't agree with me on.
Name me the programs that have been hit with sanctions recently (aside from PSU). USCw, OSU and Miami. What do all 3 have in common?
Answer: are all located in cities with very large populations (smallest being 800K)
I have long held the belief that smaller towns can get away with more because the entire "city" wants the area to succeed. I don't want to make this into a "SEC cheats B1G fans are hypocritical" thing, but I wonder if there is any merit to my hypothesis. Bigger market = more media and more chances something blows up, while things like happened at PSU with the police can happen more readily in smaller communities.

I don't know why you are laughing. Nebraska's modern titles relied on two conditions that no longer apply to their situation:
1. Partial qualifying players- the B1G won't let them get away with that if the Big 12 didn't
2. The fact the traditional top programs no longer have a monopoly on exposure
The current recruiting environment is based on proximity to talent and facilities. If you don't have that proximity, you need to sexiness of Nike to get those players to come to you. Nebraska doesn't have that.
Look at Nebraska's recent recruiting rankings despite some half-decent seasons- absolute crap. I mean, they might have enough firepower to win that paper bag of a division they were placed in but under current conditions they aren't going to be competing for anymore national titles.

And they relied heavily on their walk-on program. Now there are restrictions on walk-ons you can have. That is probably the main reason why Nebraska has fallen and will probably never get back to where they once were

Don't forget the fact they used to really depend on national recruiting, which isn't really in play for them anymore.
