To answer the OP's question, there is no THE.
The state of Texas has two flagship institutions of higher education: Texas A&M University and the University of Texas.
It's not opinion. It's not perception. It's not debatable.
Do 30 seconds of research.

The original question would be similar to asking, "What is THE capital of Texas?"
