He is arguably the biggest bust in NFL history, so yea, hes the biggest bust for an SEC QB.
Bert Jones and Archie Manning were NFL MVP's, so its ridiculous to mention them in this list.
Jason Campbell has been a serviceable starter for nearly all of his lengthy NFL career.
Tebow was better than average for QB's drafted in picks 20-32.
Shuler and Couch are major busts.
Grossman started a Super Bowl and had a pretty meaningful career.

At what point do we not blame the QB and blame the organization instead?
It would not surprise me at all if things did not work out for Manziel at Cleveland. That doesn't mean I would believe anyone blaming him.
Tebow was set up to fail too. Sure he won ugly at Denver, and if you want you can assign credit to the RBs and Defense, but ultimately he was the QB of a winning team, a team that was a losing team with Orton, who the coaches all believed was a substantially better choice.
He was replaced because a HOF QB only just barely past his prime came up in free agency and the price wasn't really that bad. That has never happened before and probably won't happen again.
Russell was not just the biggest SEC QB bust, he was the biggest bust, any conference, any position. To take this title away from him, a #1 overall would need to do something utterly ridiculous, like play 1 game and then fly to tibet and join a buddhist monastery.

Only thing I'd change here is maybe letting Couch off the hook-- QBs as the first pick of an expansion team are basically doomed regardless of talent or drive-- its just too hard to go out there and get sacked over and over as the team builds up-- see David Carr.
