Actually, the expansion thing was in the works before Kramer took over, although he definitely pushed it through and made it reality once he took over.

But the BCS thing was actually the brainchild of Charles Bloom, who worked for Kramer at the time. Charlie is now here, as Exec Assc AD and Chief of Staff, at SC and most believe he'll be the next AD once Ray retires. LINK
