This is a good question. Any OM folks know the story? I remember him at the UT game last year, but seeing him last night surprised me.
I'll assume he's part of the ROTC in some capacity?
Or, perhaps he is a Kenyon spy. In Mississippi. There to spy on stuff, because Kenya has Mississippi confused with D.C.
