They keep mentioning this on the radio show, for years, but I've never heard it explained, and google is turning up nothing.

I know who Oliver is and what he does for a living (AM radio sports talk show host).

It's this idea he said once about basically a minor league SEC. I don't remember the specifics but it was a minor league that I think included relegation like European soccer.
Chernoff always laughs at him and brings it up. It's in the same group as the "regional draft".
