There is zero control in the NCAA. They're a classic example of a governing body that has become too big to be effective anymore.

As far as our situation, I have two words: we'll see. We had a self-induced Letter of Intent returned a year ago with no violations. The NCAA is so volatile that it wouldn't surprise me if they have changed some sort of rule between now and then.
