Officials are allowed to take action outside of the expressly written rules if they believe a team is attempting to violate the spirit of the rules or the game's legitimacy is in danger. There was a mid major game several years ago where a team appeared to be stalling on third and long (to allow time to draw up a play with no timeouts) by repeatedly jumping offsides on their goal line, so after the third one the ref forfeited the down and made it 4th down.

LSU seemed to be pretty proficient about getting delay of game penalties last year. On two occasions we got one coming out of a timeout. And we got back-to-back delay of game penalties at least once, maybe twice... Oh, and we were losing in both those scenarios. Not trying to bleed the clock. I don't remember unsportsmanlike conduct being called.

ETA: I know this doesn't answer the question posed. Just put on here so everyone can LOLSU
