isn't there a difference bettween a muffed and fumbled punt? as in a muff would be it hit him in the leg or he called fair catch a dropped it, but a fumble is if he actually attempted to field it. can't remember if he called fair catch or not.

A muff is any touching by the receiving team other than a touch that is considered possessing the ball.

A muffed punt can occur whether a fair catch is called or not. If the ball touches any player on the receiving team, it's a live ball that can't be advanced by the defense.

Now, if the player fields the punt, and runs (has possession), and then fumbles, I believe that fumble can be advanced by the defense.

I'd imagine it has something to do with the idea that a muffed punt/kick is not treated as a fumble. The thought process is that you cannot fumble something you never possessed in the first place.
but a muffed kickoff is a fumble. Unless it's in the endzone, then they just call it a touchback automatically. Another dumb rule.

Meh, I don't really have a problem with this. Unless a player tries to field a kickoff in the endzone, and the ball bounces off the player into the field of play.

I don't a have an example of this happening, but I'm sure it has.

So because the Florida players batted the ball into the endzone, my belief is that if Georgia recovered it there, it would be a touchback. The NCAA has rules on impetus that seem to require this result.

Yes. Not a safety as some people are saying

Let me ask my ACC officiating contacts.

Hang on, it's still under review.

It's a really dumb rule. If the receiving team touches the ball on a punt, then the kicking team should be able to advance the ball if they get it. On a kickoff, if the ball goes 10 yards or the receiving team touches it, then the kicking team should be able to advance it.

This was a key play in the 2006 SEC Championship Game where Wondy Pierre-Louis recovered an Arkansas muff in the endzone

None of our bench players ran onto the field without a helmut on.
