Shouldn't even go back that far. What a school did over 20 years ago is irrelevant to the generation that will be enrolling at and playing for these schools this year. They were not even alive then. I bet you no college football player today gives two shits what Bear Bryant did 50 years ago. I bet a lot of them couldn't tell you many facts about it other than he was a coach that won a lot of games.

I am sure the fact that LSU was horrible in the 1990s is motivation enough not to look back further.

Actually, history does impact the future. Works for athletics departments the same way it does for countries. Had LSU been more successful prior to Saban's arrival, they'd have a larger national brand. Leads to more fans, more money, higher enrollment, etc. Maybe they could have gotten Tom Herman, who chose instead to attend a historically relevant program that has sucked recently.

How long ago was 2000 since we're in 2017?

But yeah, going back to when incoming Freshman were just born or maybe a year old is silly. That's purely a fan dick measuring contest, not a real indication of where a program stands currently. And if you're gonna go for historical standing, you might as well go for all of history to get the most context.
