How much money does a 2nd round MLB draft pick (#54 overall) leave on the table to go to college? Brady Singer (pitcher for Florida)

Yup. That was his draft slot value last year.

depends if he's drafted at slot or over slot.
If a player is a risk to go to college then often teams will pass on him and he'll drop, or conversely they'll throw as much money as they can without crippling their remaining draft pool because if you draft and don't sign (before the 10th) round you lose that pick's value for your overall draft pool. Think brady akien fiasco that led to the astros not being able to sign two other players.
Which is also why you see college seniors going for pennies because they have no leverage.
